  1. Plan, survey, design, inspect, and conduct engineering analyses related to highway maintenance, safety, highways, and small-scale construction projects within the highway department.
  2. Plan and execute medium-scale construction projects and maintain assigned highway networks.
  3. Handle land expropriation and legal matters.
  4. Operate vehicle weigh stations.
  5. Plan, manage, and maintain machinery and vehicles.
  6. Plan, supervise, and monitor the operations of the highway department to ensure compliance with policies, plans, and goals.
  7. Process permits under the Highway Act as assigned.
  8. Provide technical advice, guidance, and support to the highway department and other agencies.
  9. Collaborate with or support the operations of related or assigned agencies.
